My plan for Term Limits would include some additional changes intended to improve the legislature. For the House of Representatives, I would propose changing the terms from 2 years to 4 years. The terms would be limited to a total of 12 years of service in the House. For the Senate, I would propose changing the terms to 10 years in length and limited to only serving 1 term. Any person who has served in either the House of Representative or the Senate would not be permitted to serve in the other chamber. This prevents a person from combining the 2 term limits to serve a total of 22 years. Congresspersons in their final term before reaching term limits would not be permitted to have a campaign fund that others could donate towards. This would apply to all 100 Senators and any Representatives that have started their 3rd 4-year term. This regulation would have the goal of decreasing the amount of influence that could be gained from financial donations to the Congressperson's future.
It is obvious the United States Senate would never pass term limits. We can't expect politicians to vote to limit their own power. Since the State Legislature's would be voting to increase their power, this amendment would have a chance of succeeding by calling for an Article 5 Convention.
